RSMS Ohio update to Visual Studio 2022

We are going to try to get RSMS Ohio and General into the same repo using a flag to switch between the two.

Since we are going to upgrade RSMS the first step is to take Ohio RSMS and Upgrade it from Visual Studio 15 exact version (VisualStudioVersion = 15.0.27703.2042) to Visual Studio 22. We will also be updating from .NET Framework 4.6.2 to .NET 8.

Verifying that it is an entirely clean and up to date pull as of 4/12/2024 of RSMS Ohio. alt text
